Recommendations on Public transport and shared mobility

European Expert Group on Urban Mobility (EGUM)

In honour of Back to School season, here is a reminder of the work of the expert group on urban mobility (EGUM) which has been reformed to implement the 2021 EU Urban Mobility Framework. The European Commission set out the need to strengthen sustainable urban mobility in the EU through dialogue and co-creation between the Commission and Member States, cities, regions, and stakeholders on all urban mobility issues. The Ile-de-France Region is one of the new members selected to participate in EGUM.

The expert group is divided into various subgroups which have made recommendations on diverse subjects such as Urban Vehicle Access Regulations, EU Road Safety Policy, and on sustainable urban mobility indicatorsPublic transport, complemented by shared mobility solutions, is one of the priority areas of the New EU Urban Mobility Framework. A dedicated sub-group has been created and is co-led by Ile-de-France Europe and UITP.

⇒ The mobility of tomorrow will be sustainable, inclusive, digital, and safe. It is impossible to achieve this without strong public transport networks, infrastructures, and fleets.

⇒ One of the most important issues of public transport nowadays is how to make it inclusive and accessible for people with all levels of abilities.

⇒ Public transport is also facing an unprecedented crisis of labour and skills shortage. Ageing workforces, competition from other industries, the COVID-19 pandemic, and the perception of low wages and benefits are all contributing to the shortage. The growing and ambitious role of public transport in the Green Deal and Urban Mobility Framework cannot be achieved without addressing worker shortage.

⇒ Increasing the usage of public transport and shared mobility is one of the solutions to comply with the ambitions of the Green Deal as well as the 2015 Paris Agreement. Public transport must become a priority if the EU wants to deliver the long-run sustainability ambitions foreseen by the European Green Deal. Now it is time to shape the future of public transport funding for the post-pandemic and post-crisis era.

⇒ In addition,the Social Climate Fund (SCF) should be used to fund the expansion of public transport and shared mobility services as our regions’ mobility backbone to ensure that public transport, sustainable mobility on demand, shared mobility services and active mobility options are available to everyone and are an option for vulnerable citizens. Investing significant parts of the SCF in public transport and shared mobility services will support a just transition and enable sustainable and affordable mobility for all.
